Firstly the size chart shown is for men not boys. I was confused because the guide said the size small had a 28 inch waist so I ordered the small and they were definitely a boys size small and not a mens size. At least download the right size chart! Now I understand what size I should have been. I have size XL which will fit both boys 14/16. BUT twill is so cheap. I have true twill jogging pants and while they are breathable they are definitely more durable. These joggers looked very cheap and transparent. I recommend getting a pair of neon blue twill jogging pants as they are amazing quality.
