Commercial quality Externally conductive.
These are commercial bags with conductive strips on the outside. These are NOT shielded tips with a non-conductive outer surface. The same as those shipped with commercial IPC Class 2 builds. Not the best, but good enough to return and sell used computer components. Ironically, it was packaged in a triple ESD protected bag.
