Cleans but does not remove mascara

Face is very clean afterwards but DEFINITELY does not remove mascara. I still have to use wipes to remove make-up, otherwise I have raccoon eyes after washing. And I don't use a lot of mascara and the mascara isn't waterproof so it MUST be removable as it's supposed to be a makeup remover face wash. But that's not the case.
