Why wasn't this factory installed on the 2006 Chevrolet Trailblazer LS?

This was the perfect part for my 2006 Chevrolet Trailblazer LS. Before adding this, I would have to hold down the washer button for a few seconds before the liquid would spurt out (the wipers would move back and forth before the liquid hits the window). When I sprayed again immediately afterwards (within a second or two) there was almost no delay in the liquid spraying. Between sprayings, liquid dripped back from the nozzles into the tank. Cause The windshield washer pump may lose suction when the washer fluid level is about 1/3 or less in the windshield washer reservoir. Correction technicians must install the washer check valve in place of the barbed fitting on the washer hose per the instructions. below: open hood. Locate the windshield washer hose at the plastic barb fitting (1) on the radiator expansion tank along the right front fender. Disconnect the washer hose from the radiator expansion tank bracket. Pull the plug-in nipple (1) off the washer hose (2) of the air inlet plate as shown above. Use pliers to remove and discard the plastic barbed fitting from the front washer hose. Important: A new windshield washer check valve can be installed. Install a new windshield washer check valve, part number 24024822, onto the windshield washer hose. Attach the air intake panel washer hose to the other end of the new windshield washer check valve. Cool expansion tank. Close the hood. Check the correct operation of the windshield washer system. I don't understand why it wasn't installed from the factory. After installing this check valve, the liquid spraying will be instantaneous without any delay.
