Weird fit and material

I bought this and was excited about a cute pair of shorts. They have a weird fit in the legs when you walk and the front of short is "poofy” I don’t know how to describe it. It’s a weird fit. I had my sister try it on too and it was the same on her. Too bad, I sent them back. I ordered a small for reference.
