They were small. in Dogs

Ordered three for our two year old dog and two puppies. We measured the dog and ordered the right size. When they arrived they said the size we were supposed to get for our largest dog (40lbs) was too small. I barely managed to put it on her and it looked terribly uncomfortable. I sent all three back
