Bags tear very easily

My town requires that lawn debris be stored in biodegradable bags, so this fall I used these bags to pack leaves. I filled the bag very loosely to the brim and tried to press down on the leaves to add more and the bag came undone at the seams. At $1.25 per bag, decanting or double bagging becomes expensive. Another bag that didn't rip while packing broke within a few days while sitting on the curb. Also, these bags don't have zippers, so you can't pack them tight enough to tie the ends.
