XXS fits my 6lb Chihuahua well. Its floating neck is slightly off-set, but it still looks like it's doing its job (although it hasn't hit the water yet). FYI if you are trying to fit your small dog, he is 14.5 inches, 6 pounds and 10 inches in circumference from neck to tail. The opening in the neck doesn't constrict her, which is good because she's old and not very flexible anymore. The grip holds her well and she doesn't seem uncomfortable. It's not exactly a perfect fit but at their tiny size it seems very difficult to fit all dogs perfectly in one jacket and other than being a tailored jacket it's probably for the best for them.
