Budget cleaner: gravel cleaner
If you don't want to invest any more money in any cleaning devices, this is not a bad start. The suction is a little weak but more than enough to pick up debris from tanks with debris/small rocks. I use this to drain my turtle tank for a partial water change without disturbing them too much. The water flow is steady but sometimes needs to be renewed due to pressure loss.
