He slips. on wheel locks

This lock is fine but I have noticed that it has limited space and can slide. It holds tight, but you can move the handlebars a bit. I was hoping it would stay tight and not be able to move the steering wheel. :(But it will deter a would-be thief and will hold on even if you can easily spin the wheel holding it.
