Best in the eyes Disappointed

I've had this product for a long time, but this is the first time I've ordered it here and not in a department store. Not sure if I received a used/returned item or if it has been waiting too long, but there is hardly any product in the tiny vials. I have to scrape the edges to barely get on my brush the first time I used it. I used to wear samplers with cosmetics but this is a first for me and has put me off ordering. Two stars because I know the potential of this primer. It's great and helps add volume to lashes before applying mascara.
