Wow, this mini planter pan is cool. But you need the right recipe and technique. As others have said, the King Arthur recipe (found online) is the best (follow their advice such as heat the pan first, all ingredients should be at room temperature, etc.). hum When I used King Arthur flour, which has more gluten in it, these crumbs rose like crazy. I usually make half a batch and leave a few empty holes, so I fill them with water (popovers need steam to pop). Before filling, I spray the cavities with PAM Baking and brush the sides with a silicone brush. Happy popping!
