Extremely poor sound quality and volume when recording voice

I liked the handy MP3 converter. The converter did not work on the first device, and the volume control was still barely audible at maximum volume. Speaker quality was poor with lots of background noise. The converter worked on the second radio, but the volume and noise did not change. I was planning to use this voice recorder to upload to the cloud for others to listen to. It was basically useless.
