This is by far the best cat harness I've tried

My cat loves to get outside and explore. However, she didn't like vest-style tethers. This vest worked great. We hiked a lot together and the only time she slipped out was yesterday when we got out of my car and I let her down too much. In any case, hold it tight enough that you can only slip one finger between the harness and your cat and there will be no escape problems. Also, it glows in the dark and is a very cool pattern.
