Oooh, that's a fancy blazer. I love the rich blue color and the sharp fit. My 13 year old son wears a size 16 and as you can see from the photos it's a bit big for him. He has a 26.5 inch chest, 25.5 inch waist, and 28 inch sleeve, but weighs about 90 pounds (he's a skinny kid). So the size chart is a bit misleading because he's somewhere between a chest and waist between a size 8 and 12, but most of his clothes are a size 14 and his weight is a size 14 so I'd advise treating him with caution. Size chart with a grain of salt and get the size you think your child normally wears. Mine usually wears a 14, and 14 would probably fit here perfectly. (You'll find the sleeves almost fit him on the 16th, just a bit longer.) However, I needed one to grow it out and I can say it's beautiful. The style is the latest look and the fabric is a lightweight weave that's perfect for all seasons. They sell matching pants if you want a suit but personally I will get my son to pair it with khakis or gray pants for a more casual look. This is ideal for more formal occasions. The price is relatively high, but you can see the quality in the details and the cut. If you want to look stylish, this blazer is the right choice.
