Weak Velcro in fasteners

Velcro in these places is very weak. I wanted to use this for a communicative book so a student could see through the velcro to snap the pictorial character back into place. But they stick so weakly to the velcro that I ended up using 2 dots on each small icon (about 1 inch square) and even then it didn't feel securely attached. Very disappointed.
