Used defects

I bought 2 packs. One fits well, the other doesn't. Upon inspection I found that the slotted bottom padding on one hat did not fit and was glued back to front. This is the second time I encounter this problem with man. Since the price is about half the normal value, I can only assume that these are defective devices that will be resold.
