Frosted? Yes but no.

I saw a review of this color palette elsewhere that said it was *shiny* and the reviewer didn't like it. I thought it must be an accident - this color is matte, it says right on the tube! Well, it turns out this man wasn't crazy. The dried paint has a matte finish unlike satin or eggshell, BUT IT HAS glitter. You can't see it in the paint until you brush it onto the fabric, but there are actually tiny bits of something shiny that I believe was added because someone in the focus group somewhere said the finished paint looks too boring and uninteresting. That's a great opinion but when I'm looking everywhere for frigging fabric base color that isn't plump or shiny and the only thing I can find that has unannounced glitter in it? Not cool. Don't get me wrong, it's a very subtle effect, but when I'm trying to replicate a specific pattern on a specific shirt for a specific cosplay that I'm being paid to make, unexpected sequins don't work for me. Overall, however, the material is as easy to apply as I imagine other fabric paints to be when brushing, and dries smooth and elastic as I wanted. unexpected sequins don't suit me. Really soft
