The fuse is closed until the working end of the circuit is torn about a quarter inch through deep plastic that prevents even the smallest of fingers from touching the near end. People who think 12 volts are perfectly safe have never soaked themselves in salt water or grabbed a hot 12 volt circuit while stepping out of the water or standing on a deck flooded with salt water. The shocking truth is that a bit of salt makes a world of difference in drastically reducing the body's resistance in the sea by an hour or so. A current level of 80mA tells you that some fuse holders are better than others. Direct current only hits you once, but once is enough to drop expensive things on expensive things. I have 70 years of experience with both DC and AC and anything that adds a margin of safety is worth the extra cost of the care required to manufacture the product.
