Great for cats but not raccoons

For 3.5 years this new home has been battling raccoons and wild cats. I've spent about $600 on electronic sprays, pest repellent, homemade essential oil sprays, ammonia spray, cayenne pepper, etc. You name it, I've tried. Everything works for a while and they either get used to it and come back, or it rains and washes it all away (rain in Florida), or I've been away for work. I come home and see raccoon shit in my pool, dirty footprints all over the deck, or a feral cat lying in the sun at the end of the pool. They don't even move if you throw a rock or yell at them. This mat works well for cats under my fence or deck. (Wire mesh, even with the right tool, still hurts me after cutting a few strips). Trouble is, where you don't have that rug, they'll just find a new place. I have a big garden and it can get pretty expensive. For raccoons, they just grab it and move it like everything else I've tried (cinder blocks, 2x4s, cinder blocks holding 2x4s, etc.). I think a big dog will solve a lot of my problems, but I travel for work. I think if they could make a heavier version of this will the raccoons wouldn't be able to lift it. Now it's a toy for her.
