I would definitely go up a size if you want a comfy sweatshirt. If you want it a little more fitted, take your normal size. It sits on my figure and I don't mind wearing nothing underneath. But if I wanted to wear a thin t-shirt underneath, I'd buy a big one. The collar also dangles a bit, but that doesn't bother me.
