If you have frost in the ice dispenser area of your GE fridge this is the correct part where the ice door flap rotates. However, the door damper rubber seal (part WR17X11653) is what usually fails and in my experience both this door handle recess and the spring associated with it are usually fine and do not need to be replaced. On the other hand, these two extra parts are so cheap that there is no harm in swapping them out if the dispenser unit is already disassembled.
