My plastic mount for my Topeak Mini finally broke. I was tired of putting my pump in my jersey pocket so I took a chance and it works great. For large CF hoses, there is adequate clearance between the bottle cage mounting holes and the pump mount. The pump snaps in well and holds so securely that I don't think the little rubber band is really needed. However, my mini pump is only for emergencies. I don't think the mount should stand up to the regular retraction and deployment of the pump before each ride. I have a floor pump for regular use. I will also add velcro to stop the occasional rumble when going over bumps.
