Nice dress, definitely new. My daughter absolutely loves it and that's the main thing. It's not a very heavy fabric and is quite see-through, so plan on wearing leggings and a top layer underneath. But it is soft, elastic and comfortable for her. We bought this for a fun Christmas card photo and it worked great. She loves it so much that she has worn it many times. It's not easy for her with clothes, but the jewelry sewn on still holds up. I'm anticipating snowman surgery at some point, but seriously, it's a new sweater and I'm not mad about it.
