Must fit or not

Firstly I have 3 of these front racks for my 14lb Daschund mix. It is difficult to adjust as he is small with short legs and a long body. The other two straps have small openings and he cannot put his legs or arms through them. I bought this because the armholes are so big I thought there was more fit tolerance. Using the measurement guide and instructions to purchase the size that fits the largest measurement, my little 15 lb dude chose the L size so I bought this. He usually swims in it, but we could do it if the tail hole was MUCH farther from the leg holes. It would probably suit the medium better, so I might give it a try.
