Itchy skin - I don't know why

I've never had an allergic reaction to any product before but it makes my skin itchy so much. I used another water based toner with hydraulic acid and found it very hydrating. I liked the consistency of this essence, but there's something about it that my skin doesn't like. It is strange that this is the first time I have had a skin reaction to a sensitive dkin product.

Pros
