Restrict Camera to Motion

I have a pole fence and this seems to work best for this as I can't mount my security camera on a pole. But these panels are strict on how the camera can move. I think a camera that doesn't move all the parts might be ok, but it doesn't work for what I need. I want to return but I don't know if they will allow it as the item has been used outdoors in rainy and sunny weather.
