Looks like authentic Stride-Rite shoes. They have multiple soles. When my 3 year old first put them on they were too tight. There is a blue sole with an inscription on top, a white wedge is glued underneath and there is a removable white sole underneath. If you take out the lower white sole and put the upper one back in, the shoe fits. I think the laces are still a bit tight but hopefully they will loosen up over time. Velcro is long enough, it can be shortened if necessary. I like the cleat on the front of the shoe because my skin loves dragging his feet on a tricycle so it wears out quickly.
