1/2 Ply Flap Riss Up

I want to love this shirt because it fits perfectly, I wear it small. But the inner 1/2 layer, which is supposed to protect you from sweat, just rides up and makes an ugly bun. What are those people doing? Does the flap underneath your bra twist to keep it in place? Seems to be a design flaw. I sent it back.
