New, not exactly with the speed.
Easy to install, I installed it on our old Schwinn family tandem to keep track of mileage. I like that it has an odometer and a separate trip meter. I checked it on the GPS and it's about 10 mph! I know it's cheap but I was really hoping for better accuracy.
