Not very waterproof and durable

After looking for a sleeve for my dog's splint I couldn't find anything that would A. fit and B. be waterproof. I was very excited to get them but after a short walk they show holes and the waterproofing isn't very good (important when trying to protect a bandaged tire). Template to see a more durable, waterproof boot.
