Defective item or bad design?

I ordered one of these based on a review I read here on AMZ. This article promises a voltage of no more than 6V and a current of about 500+ mA. This charges most items I was hoping to use it with and to some extent meets the USB 2.0 performance specification. Unfortunately, this article did not work. When plugged directly into the sun it didn't charge my backup battery or any other product I plugged it into (Note: I haven't tried a cellphone because I think the listing says it does will not charge). I stuck a lightbulb/USB in and it lit up. I used my multimeter and found that it put out 7V (no load) and the current was less than 2mA! No wonder nothing loaded. I will return this defective item. I'm not sure if I'm just unlucky or if this product is just poorly designed. I wanted to use it with the Eufy camera. I finally gritted my teeth and bought a $50 solar panel from Eufy. I figured it would definitely work. I have several other solar panels from different brands (e.g. large folding/camping panels) and they charge everything including my phone with no problem. Again, I may have received a defective item. IMMV!
