Very soft sweater but neck is too long even when folded for my two shihtzu dogs

Sweaters are soft perfect length for my dogs but folded neck is too long. My dogs don't have short necks, the collar is only made for dogs with very long necks. Even with the collar pulled down as low as it can go, it comes down to the front of their chin and they just start biting it because it really annoys them. If I could knit I would take off the collars and try to hem just the edge of the neckline.
