The four pieces are flat pieces only, no security grommets or spouts

The four pieces of this box are flat pieces only with no pins for attachment. I thought I was buying a box of safety eyes and spouts, but saw these four sections of something else when looking at the packaging. If we look at the product photos, we see these flat parts. But what should I do with these flat pieces? Luckily the rest of the box has everything I need and is worth the price I paid.
