Yes, that's right; I bought it to replace the axle on my garden cart. It wasn't much more expensive than steel to be honest and that's the length and diameter I needed for the new wheels I bought. I got a bit stuck when I realized I couldn't drill holes for the cotter pins on each end (will break the fibers and weaken the structure over time). So I used a thick rubber bushing surrounded by a yoke instead. Works great so far!
