Check resistance groups!
It took me about 20 minutes to put the kit together and about 2 hours to figure out what was wrong. Only one relay worked. After checking everything, I decided to check the obvious - one of the 560 ohm resistors (green, blue, brown) was actually a 1.6 MΞ© resistor (brown, blue, green). 2800X resistance will definitely prevent the relay from tripping. I noticed another review that said only one relay was working - I assume that person had the same issue.
