I ordered a small size for my son who is 8 years old (9 next month) he wears size 3 shoes but boots size 4 and they fit perfectly. It's a bit difficult for him to put them on himself, so I have to help him, but I think with a little practice he'll get used to doing it himself. They're just a little tight, like trying to put a sock over a shoe. But ultimately you want it to be tight to serve its purpose, so I don't think that should count. Soccer practice just got a lot easier since they wear them because kids don't have to stop and fiddle with laces.
