We live in Northern California where there is a severe drought. The bath/shower temperature is controlled by separate hot and cold water controls. So if you turned off the water supply, you would have to adjust the temperature every time you turn it back on. That wastes too much water, especially when you consider that there is absolutely no limit to the amount of water that comes out of the tub spout. Turning off the water in the shower head really makes a difference. When you turn it on again, the water is the same temperature! So you can get wet, switch the water to soap and shampoo, then turn the water back on to rinse. open the valve fully. When switched off, the water does not shut off completely, a quick leak remains. I think it's helpful to remind you that your water is still on at the main controller. Even if you need a little more water to get a good foam, you can stand under the drip without having to open the valve again.
