Tops are not for storage and organization

This is normal. Bought these to store milk cartons in the freezer. a They fit a lot but the plastic doesn't seem to hold up and the tops just lie there, they don't rip or tear. So if you try to move or transport them in the freezer, the lids keep falling off.
