Not the quality you expect

Two of the three printers I ordered didn't dispense ink like Sutton. About 1-2mm of ink does not reach the top of the postage amount and does not print the postage date. When asked to return the product for a new one, he simply returned the product and bought a new one with no refund. 1. Why bad quality2. Why can't I get a refund or send a new item that works? These things seem to sit on the shelf for months or years and when I get them they no longer work as they should.
