Good price but cutter doesn't work

This is my first set of bushings. I counted 54-55 silver grommets (my project required 36), and it certainly looks like there are a lot more brass and black grommets (but the same amount of silver and gold). The tools are fine except for the cutter. . I work with thin stretch denim and it doesn't penetrate. I had to cut all the holes myself. Consider sharpening it or buy a better tool set. All in all good for the price!
