If it's mil-spec, it's a mil-spec compound. As others have noted, mine has a tear in the outer fabric and the inner threads are sticking out like mushrooms. It's somewhere in the middle. The quality is about what you would expect for a low price. It has worked satisfactorily for the purpose I bought it for so I will not be asking for a refund. Even throwing away the remaining 60 feet it was a worthwhile purchase for the job it did. It's a beautiful bright orange color. Another buyer said they don't melt like they should. The ends of my cord easily fused into a beautiful bead that will never fall apart.
