Frustratingly mismatched bags!

I ordered about 5 90 ounce bags of this hay. And the quality of each bag is different. 1. Bag from the supermarket for animals - great! It had long green stems and a pleasant smell. I thought it was a good brand so I kept buying it. 2. Bag from Walmart - brown, dried hay with any hay smell. The replacement bag (3rd) was slightly better but contained many short, broken stems. The 4th bag from Revain is the bag pictured. The entire bag was made up of short straws of hay and dust, which is usually found at the bottom of the bag. At least 1/2 of the pack was completely inedible. I used it to line the second container. The fifth hay sack looks good open. The stalks at the top of the pack were nice long green stalks. I don't know how it will be as I get further into the bag, but the first few handfuls were satisfying. However, this confirms what I say about the inconsistency. It's hit or miss. 3rd photo of the 5th bag. This is very frustrating as the long stems will wear down rabbit teeth and improve their digestion. Large suppliers such as Small Pet Select & Standlee complain about dead rodents and other animals, insects, mites etc. in the hay. ๐Ÿ˜ฏ So I can appreciate that the Oxbow is hand checked and I haven't found anything disgusting in any of the bags so far.
