I am so disappointed with this collar. Everything came out wavy and weird but I figured it would even out with a sock. The dog has been wearing it for a month and a half and it still hasn't leveled out and you can see how bumpy it is. Within a week the shiny thread broke out from under my dog's scratches and I have a different brand collar that our last dog wore for almost a decade with the shiny thread that never pulled out. It is also NOT suitable for dogs with necks. it is 17-20.5 inches as the title says. The length of the collar from the fabric around the buckle to the top is 20.5 inches and the openings are 15, 16, 17, 18 and 19 inches. That means my lab (which is on the larger end) was on the last hole and the extra 1.5" collar *just* goes through the other side. It might be cute for petite little older dogs, but if your dog is a rude and clumsy princess like ours, skip it.
