does not produce 10W 2.1 amps

I tested this device with different certified cables, it does not produce the declared power. First, the device says it's 2.0 amps, not 2.1 amps. Also when testing the charger the maximum I got was 0.8 amps. This corresponds to a standard iPhone charger.
