The seller gets 3 points because everything listed was there, it was well packaged, it came quickly and it was cut - just bad. I have used bottle cutter before and this product is disappointing: the bottle cutter is weak. Tuning takes a lot of time and does not give clean and straight lines: the metal is too thin and bends, and the channels for adjusting the wheels, knife and backgauge are not machined straight. It takes too long to set up to even work, but it's poorly designed and doesn't produce a clean line. And you need to support the cutting blade with one hand as it moves/flexes (only held by the tension screw). Also, I cut my finger while tuning because there were jagged ridges on the metal underside, so wear gloves when tuning if you decide to do so! out! I didn't even like the gloves - they came with threads. The sandpaper was the only good quality item in the kit.
