Tried numerous converters to get older Hi8 video tapes into digital format. Quality and especially simplicity of use were lacking. Hooked up this RCA to HDMI converter to an HDMI to usb converter (Magewell USB capture or equivalent), used OBS Studio (free) software and, voila! best quality picture of any converters, and simple set-up that worked without glitches and failures. I did have to feed the RCA sound connections to a 3.5mm input, but that was a minor issue. Recommend this device.
