Overall I would recommend
My dog loves this harness. But he also loves to dress up. We haven't used saddlebags yet. They are quite small in small size. The hook is on the back of the seat belt, not on top. You'll have to get used to his marching signals. It's as tight as it can be without hurting it, pulling hard to one side. Otherwise it seems to be of very good quality. I would recommend it.
