
Yes it could be merv 16 filter paper BUT it is not suitable for face masks as your breath (both inhaling and exhaling) must pass through the filter to be effective. Once the filter media becomes too dense for air (as in this case), your air will take the path of least resistance. around the filter and around the edges of the mask. The air is "rejected" but not "filtered". This filter media is likely to be powered by a powered respirator or powerful ventilation system. This will NOT work for a mask. Your cloth mask with and without a filter pocket would be more effective. Buy one of merv 13's fluffiest nonwovens. They don't filter as much, at least your breath goes through them and not around the filter. I hate hitting American products. This is a very high quality Merv 16 filter but is not suitable for this application.
