The penguins had many problems. Initially, the weight in the legs was not enough for the penguin to inflate and fall forward or backward at the slightest wind. Regardless of how the tethers were trained or positioned, the penguins had to be adjusted each day after inflation. Second, the inflation motor was underpowered and accidentally found itself on the bottom of a penguin. Even the smallest downpour kept the penguins from bloating.
